RULES OF THE EDUCATIONAL AND SCIENTIFIC LIBRARY
- General provisions
1.1. The Rules of the Educational and Scientific Library of International European University (hereinafter referred to as the Library Rules) are developed according to the Law of Ukraine “On Libraries and Librarianship” as amended, Standard Rules of Using Libraries in Ukraine as amended, Standard Rules of Using the Library of the Higher Education Institution of the Ministry of Education of Ukraine as amended, Regulations on the Library of the Higher Education Institution of the 3rd and 4th accreditation levels, “On Approval of the List of Paid Services That Can Be Provided by Public and Communal Cultural Institutions” as amended, the Law of Ukraine “On Protection of Personal Data”, the Statute of International European University, Regulations on the Library of International European University.
1.2. The Rules are the document regulating the relationship between users and the Educational and scientific library, defining the rights and obligations of users and the staff of the Educational and scientific library, and being binding.
1.3. The Educational and scientific library is a structural unit of the University that provides information support for the educational process and research activities of the University academic staff, as well as operates based on the Regulations on the Educational and Scientific Library approved by the University Rector.
1.4. Collections of the Educational and scientific library are a component of the national reference and information system and are protected by the state.
1.5. Students, postgraduate students, lecturers, scientists and employees of the University use the Educational and scientific library free of charge.
1.6. Every last Friday of the month is a sanitary day; the Educational and scientific library does not serve any users.
1.7. All categories of users are subject to the Rules of the Educational and Scientific Library of International European University.
- Categories of users and the procedure for their registration in the Educational and scientific library
2.1. The following categories have the right to use the Educational and scientific library:
- applicants of all categories, including trainees of preparatory courses;
- students of all modes of study;
- postgraduate students, doctoral students, students;
- University lecturers;
- the staff of structural units and services of the University;
- trainees of educational courses.
2.2. The procedure for the registration of readers:
- registration of students, postgraduate students and doctoral students is based on orders of International European University on their enrollment or student ID cards;
- the University staff – based on a passport, a statement from the personnel department or an employee ID;
- part-time lecturers – based on a passport.
2.3. To fill out the electronic reader's form in the Integrated Library System (hereinafter referred to as ILS), users provide their personal data and consent to their use in accordance with the Law of Ukraine “On Protection of Personal Data”. The personal data provided by users is confidential. The use of personal data is carried out only by the Library staff within their official duties.
2.4. In case of the change of last name specified in the passport or the transfer within the University, users shall notify the service department of the Educational and scientific library.
2.5. A student ID card (for students), a pass (for employees) allows using the library's resources at all checkout points.
- Procedure for using the library collection and electronic resources.
3.1. Library and information services for library users include: subscriptions, reading rooms, Electronic library.
3.2. The Educational and scientific library provides users with access to information resources via the electronic catalog, electronic depositories and the Internet with the right to copy information to external media.
3.3. To obtain documents from collections of the Educational and scientific library for temporary use as part of subscription and in reading rooms, users search for them in the system of catalogs and databases of the Educational and scientific library on their own. If users face problems with the selection of literature or any other issue related to reference, bibliographic, information services, etc., they can ask for help from an employee of the Educational and scientific library.
3.4. Procedure for using subscriptions and reading rooms.
3.4.1. Users can get literature in the reading rooms and using subscriptions only after presenting a student ID card (for students) or a pass (for employees). The right to use the subscription is available only to students and full-time staff of the University.
3.4.2. Materials from the collections of the Educational and scientific library are ordered, issued and returned using the Integrated Library System (ILS) based on the electronic reader's form.
3.4.3. Users of the Educational and scientific library have the right to order all publications via Electronic order using the electronic catalog.
3.4.4. Educational literature is issued as subscriptions for a semester/academic year in accordance with the curriculum and programs of the University, but no more than for the academic year. At the end of the academic semester, readers are obliged to return the literature. If the user fails to return the literature, one will impose the penalty.
3.4.5. Scientific publications are provided to students for 1 month up to 10 copies, to University professors for 2 months up to 15 copies.
3.4.6. Literature is issued to part-time lecturers and pre-university and postgraduate trainees only in the reading rooms based on the identity document.
3.4.7. Literature is issued to other categories of users in the amount of up to 5 copies for 15 days to one month if students are provided with it.
3.4.8. Fiction is issued to users in the amount of up to 3 copies for up to 15 days. Periodical publications of previous years for 7 days. In some cases, the period of use of library documents can be extended.
3.4.9. The librarian, at the request of the user, can extend the term of use of literature if there is no demand from other users. Users can extend the term of use of literature on their own by using the continuation of books electronic service.
3.4.10. Users having debts in the reading rooms or subscriptions won't be given literature until they recover debts to the Educational and scientific library.
3.4.11. Rare and valuable editions, encyclopedias, reference books, dictionaries, large-format documents, atlases, albums, theses, periodical publications, newspapers, documents published before 1950, literature that is in the collection of the Educational and scientific library in limited numbers and materials received as part of the interlibrary loan are issued only in the reading rooms with a ban on copying. The library user has the right to order the digitization of materials from the collection of rare and valuable books in the University's Educational and scientific library as an additional educational service.
3.4.12. In special cases, individual publications (with the reading room status) can be issued overnight one hour before the library closes and shall be returned the next day within one hour after its opening, which is regulated by the Night Subscription Regulations. Copies with the reading room status are issued to lecturers and staff for up to two weeks.
3.4.13. There is no limit to the number of documents issued for work in the room.
3.4.14. It is allowed to make photocopies of documents published after 1950. Documents can only be taken out of the reading rooms for photocopying with the permission of a librarian.
3.4.15. Users can take out of the library premises only those library documents that are registered in the electronic user form.
3.4.16. Publications for lecturers and Master students that are not available in the library can be ordered via the interlibrary loan. Up to five copies can be ordered at a time.
3.4.17. In case of expulsion, academic leave of absence or dismissal from the University, users shall return all materials received from the library collection to the Library and sign a bypass letter at any service point. The reader's form will be blocked. If materials are not returned, the Library sends appropriate documents to resolve the issue of returning state property through the judicial authorities.
3.5. Procedure for using the library’s electronic information resources.
3.5.1. Access to electronic information resources (EIRs), including the electronic catalog (EC), is available to all categories of users of the Educational and scientific library.
3.5.2. Access to EIRs is provided using computers installed to serve users in the reading rooms of the Library; remote access is possible on the website of the Educational and scientific library: http://library.ieu.edu.ua.
3.5.3. Electronic resources and computer equipment in the Educational and scientific library can only be used on presentation of the student ID card.
3.5.4. Users search for information independently or with the help of the librarian on duty.
3.5.5. Documents of the electronic repository are available for use only on the local network of the University (except for the institutional repository).
3.5.6. The procedure for using the Electronic library is regulated by separate rules.
3.5.7. When working on computers in the reading rooms of the Educational and scientific library, users are only allowed to use software installed on the computers of the Educational and scientific library, use their own portable computers when they do not use audio signals.
3.5.8. When working on computers in the reading rooms of the Educational and scientific library, users are not allowed to: connect electronic devices that could damage or degrade computers, install and use third-party software, as well as damage or modify configured computer hardware or software.
- Rights of library users
Library users have the right to:
4.1. Use all the funds and resources of the Educational and scientific library.
4.2. Receive scientific, educational, fiction, reference and methodical literature by subscriptions and in reading rooms for temporary use.
4.3. Use all kinds of reference and bibliographic services and other services provided by the Library.
4.4. Use the interlibrary loan (IL).
4.5. Use library computers.
4.6. Submit suggestions on the completion of the library collection, its working hours, take part in events held by the Educational and scientific library.
- Obligations of users
Users are obliged to:
5.1. Know and comply with the Rules of the Educational and Scientific Library. In case of violation, they can be deprived of the right to use it for a period determined by the library administration from 14 to 30 days. In some cases, up to the end of the academic year.
5.2. Take care of the collection and the property of the library: upon receipt of documents, check them for damage; in case of defects, report it to the librarian who shall make a note on the documents. Otherwise, the reader is responsible for defects found in the documents.
5.3. Provide accurate information about themselves when registering in the Educational and scientific library and report any changes in this information no later than one month in advance.
5.4. Return received publications within the prescribed period and undamaged.
5.5. Not remove any materials from the Educational and scientific library that are not registered on the reader's form.
5.6. After completing their studies/work at the University, fully recover any debts to the Educational and scientific library and sign a bypass letter.
5.7. Observe order in the Educational and scientific library: treat the staff of the Educational and scientific library and other users ethically; be quiet in the rooms designed for individual work, use the checkroom, and do not bring large suitcases into the library.
- Responsibilities of users
6.1. Users bear material and administrative responsibility for damage to the library collection and property according to the current legislation.
6.2. The lost or damaged documents from the collection of the Educational and scientific library shall be replaced with the same or those recognized by the Educational and scientific library as being of equal value.
6.3. In case of loss or damage of highly valuable editions of the library, the method of calculation is determined by the Educational and scientific library separately for each edition depending on its value or at prices stipulated by the catalogs – price lists for the purchase and sale of second-hand and antique editions.
6.4. Replacement of literature lost or damaged by users is recorded in the special log and confirmed by the user's signatures.
6.5. If it is impossible to replace lost or damaged library documents with the same or equivalent ones, the user shall reimburse their value based on the prices actually existing at the time of the loss. Monetary compensation can be deposited into the University's bank account.
6.6. If users violate the terms of using documents of the Educational and scientific library, they will lose the right to use the Educational and scientific library until all materials in debt are returned in full. According to Art. 20 of the Law of Ukraine “On Libraries and Librarianship”, Standard Rules of Using the Library of the Higher Education Institution of the Ministry of Education of Ukraine and Standard Rules of Using Libraries in Ukraine, users are charged a penalty for late return of documents to the library (1 UAH per 1 document (publication) for each day overdue. The penalty shall be paid to the University's bank account. Besides, the user is deprived of the right to use the library from 14 to 30 days.
6.7. Users are responsible for unauthorized use of databases created by the Educational and scientific library and other intellectual property objects according to the current legislation.
6.8. Users violating the Rules are denied the right to visit the Educational and scientific library for a period stipulated by the Educational and scientific library.
- Rights and obligations of the Educational and scientific library to serve users
7.1. The Educational and scientific library has the right to:
7.1.1. Develop the Rules of the Educational and Scientific Library, make amendments and additions to them.
7.1.2. Receive users’ personal data during the registration to the Educational and scientific library and process them in compliance with the requirements of the legislation of Ukraine on protection of personal data.
7.1.3. Determine the user service mode and make changes to it, namely: introducing a summer service mode, reducing working hours on the eve of holidays and non-working days, shifting the sanitary day from the last Friday of the month to another day if necessary.
7.1.4. Determine the terms of use and storage of its collections.
7.1.5. Deny users violating these Rules the right to visit the Educational and scientific library for a period stipulated by the Educational and scientific library, charge a penalty for late return of documents to the library.
7.2. The Educational and scientific library is obliged to:
7.2.1. Ensure the right of users to library services in accordance with the current legislation.
7.2.2. Ensure compliance with the requirements of the Law of Ukraine “On Protection of Personal Data”. The Educational and scientific library undertakes not to use information about library users and their reading interests for any purpose (other than research one) without their consent.
7.2.3. Compile its collections in accordance with the needs of educational, methodical, research, cultural and educational activities of the University. Systematically replenish the collections with new educational and scientific literature, periodical publications and electronic documents according to the University profile, as well as areas of research activities at the University. Promptly take into account changes in curricula when replenishing the library collection.
7.2.4. Keep records ensuring storage, rational organization and use of its collections.
7.2.5. Provide library, information and bibliographic services to users, ensure full and prompt fulfillment of their requests for scientific, educational, social, political, artistic and other literature.
7.2.6. Ensure the publicity of its activities, informing users about the composition of library resources, all types of services provided by the Educational and scientific library using its website and social media, newsletters, email newsletters, etc.
7.2.7. Study the information needs of readers and promptly fulfill information requests of University faculty and students.
7.2.8. Carry out activities aimed at developing information, library and bibliographic competence etc.
7.2.9. Provide readers with the high level of service by continuous improvement of professional and cultural level of librarians.
7.2.10. Create comfortable conditions for working with different sources of information.
7.2.11. Ensure control over the timely return of the documents given to users for temporary use to the Educational and scientific library. To work to prevent reading debts. Remind users of the need to return materials via e-mail if information about it is available in the electronic user form.
7.2.12. Follow the Safety Instructions for Library Employees, the library's mode of operation.
RULES FOR USING INTERNET RESOURCES OF THE READING ROOM:
REGISTRATION:
- registration of users is carried out on presentation of the student ID card. The beginning and end of the work is recorded in the Log;
- the duration of 1 session is 1 hour. If there are free workplaces, the time of access to the Internet is extended;
USERS HAVE THE RIGHT TO:
- receive consulting assistance from the librarian concerning the search for information on the Internet;
- use hardware and software to search for required learning information within a specified time frame;
- copy the necessary information, use USB media, floppy disks or CD drives;
- all information retrieved from the Internet or created on the computer is automatically deleted after rebooting.
USERS ARE OBLIGED TO:
- note to the librarian the beginning and end of the work, the type of required services and topics of the information request;
- report to the librarian about problems arising in the course of the work.
IT IS FORBIDDEN TO:
- start working at the computer without the librarian’s permission;
- make changes to computer settings, run other applications, install and uninstall applications regardless of their origin, make any changes to the OS configuration;
- use the Internet for personal interests not related to the search for educational information, visit entertaining websites.
WARNING!
The Educational and scientific library can deprive the user of the right to use Internet resources for violation of the rules. The user is personally responsible for intentional damage to hardware and software.
