REGULATIONS

ABOUT THE SCIENTIFIC LIBRARY

 

  1. GENERAL PROVISIONS

1.1. The Scientific Library (hereinafter referred to as the Library) is a structural unit of the International European University (hereinafter referred to as the University) that provides literature and information for the educational and scientific process of the University and operates on the basis of this Regulation.

1.2. In its activities, the Library is guided by the Constitution of Ukraine, the Laws of Ukraine “On Education”, “On Libraries and Librarianship”, bylaws, the Statute and Internal Regulations of the University and this Regulation.

1.3. The University provides legal, organizational, financial and material conditions necessary for the functioning of the library, in particular, proper storage, use and replenishment of its funds, computerization and technical equipment of the library.

1.4. The procedure for access to the library collections and information resources, the list of basic services and the conditions for their provision are determined by the Rules for using the library, which are approved by the Rector of the University.

 

  1. MAIN TASKS

2.1. Providing full, high-quality and prompt library, bibliographic and information services to students, postgraduate students, research and teaching staff, researchers, employees of other structural units of the University and other users in accordance with their information requests on the basis of wide access to library and information resources.

2.2. Formation, use and preservation of the library collection in accordance with the profile of the University and the information needs of all categories of users.

2.3. Promoting the education of a harmonious, morally perfect personality, conscious of his/her civic duty, open to intellectual and creative development.

2.4. Popularization and disclosure of the content of universal values, cultural, historical, spiritual and scientific heritage, ideas of national state-building with the help of all library and information means.

2.5. Expansion of the range of library and information services, improvement of traditional and introduction of new library forms and methods of work on the basis of the latest information technologies and computerization of information and library processes.

2.6 Creating electronic databases, organizing and maintaining a reference and bibliographic apparatus using both traditional and modern information technologies.

2.7. Conducting independent and jointly with other organizations and institutions research, educational, organizational and methodological work on informatics, library science, bibliography and book science.

2.8. Formation of information culture of users, instilling in them the skills of working with information resources both on traditional and electronic media.

2.9. Coordination and cooperation of the library with structural subdivisions of the University, public organizations, cooperation and interaction with libraries of other systems and departments.

2.10. Carrying out economic activities aimed at providing and optimizing information and library and bibliographic services to users using elements of self-sufficiency in accordance with current legislation.

 

  1. MAIN FUNCTIONS

The library performs the following functions:

3.1. Provides information and library and bibliographic services to users;

3.2. Organizes individual and group service of users at the subscription desk, in reading rooms and other document issuance points;

3.3. Provides library services to library users free of charge;

3.4. Realizes opportunities for mutual use of library collections through interlibrary loan, electronic delivery of documents, etc.

3.5. Studies the information needs of users and ensures prompt satisfaction of information requests of students, academic staff, researchers and other categories of employees of the University, using various forms and methods of individual, group and mass information;

3.6. Increases the efficiency of information support for readers through cooperation with all-Ukrainian and sectoral information centers and provides readers with access to information resources both in Ukraine and abroad;

3.7. Compiles and prepares for publication bibliographic indexes, lists of literature to support the scientific and educational work of the University, performs all types of library references, conducts bibliographic reviews, organizes book exhibitions, etc.

3.8. Organizes classes for users on the basics of information culture, library science and bibliography. Promotes library and bibliographic knowledge through individual conversations, consultations, organization of book exhibitions, etc;

3.9. Forms the library fund in accordance with curricula, programs and topics in accordance with the decision of the Academic Council of the University, by purchasing educational, scientific, reference, fiction, periodicals, audio and video products and publications on other media;

3.10. Together with the departments, it studies the issues of providing students with literature and its use, as well as the issues of publishing and reprinting educational and scientific-methodical literature;

3.11. organizes, rationally places and accounts for library funds, their storage, restoration, copying;

3.12. Systematically analyzes the use of library collections in order to optimize them;

3.13. Maintains a system of library catalogs and bibliographic indexes of traditional and modern information carriers of multidimensional bibliographic disclosure of the library collection.

 

  1. MANAGEMENT, STRUCTURE, MATERIAL AND TECHNICAL SUPPLY

4.1.  The library is managed by the director, who reports to the rector of the university and is a member of the academic council of the higher educational institution.

4.2. The director of the library is appointed to the position by order of the rector of the University.

4.3. The structure and staff of the library is established by the staff schedule of the university.

4.4. Library employees are appointed to positions by order of the rector of the University upon personal application in agreement with the library director.

4.5. The management of the higher educational institution provides the library with the necessary service and production premises, computer equipment and technical means, necessary equipment and facilities.

4.6.  The rules for the use of the library are developed on the basis of a standard provision, annual plans and reports on the library's work are approved by the rector of the University.

4.7. Library employees are responsible for preserving the library fund and library property in accordance with current legislation.

4.8. The rector establishes the library's mode of operation in accordance with the university's internal labor regulations.

4.9. It is forbidden to use the premises of the library for work that is not provided for by the tasks of the library.

4.10. The library has its own seal, which indicates that it is a structural division of the International European University.

 

  1. RIGHTS AND OBLIGATIONS

The library has the right to:

5.1. Determine the content and forms of their activity depending on the tasks specified in the Regulations;

5.2. Determine the terms of use of library funds based on contracts with legal entities and individuals;

5.3. To get acquainted with the curricula, programs and topics of scientific research work of the University, to receive from its structural units the materials and information necessary to solve the tasks set before the library;

5.4. To submit the structure and staffing schedule of the library to the rector for consideration, to carry out the selection and placement of personnel in accordance with the established procedure;

5.5. Determine in accordance with the rules of using the types of library and the amount of compensation for losses caused by the user of the library fund, equipment and other property of the library;

5.6. In support of the university in organizing the training of library staff, creating the necessary conditions for their self-education, ensuring participation in the work of methodological associations, scientific conferences, seminars on library information, as well as cultural and educational work.

Libraries are responsible for:

 5.7. Failure to perform or improper performance of labor duties after regulatory legal acts on labor in Ukraine, rules of internal order and labor contracts. 5.8. Failure to comply or improper execution of instructions of the rector of the university;

5.9. Preservation of library funds;

5.10. Library employees, due to damage to the library fund, are essentially responsible by the current legislation of Ukraine;

The library is obliged to:

5.11. Service users according to the Library Usage Rules.

5.12. Do not use information about library users and their reader interests for any purpose (except scientific), without their consent;

5.13. Provide proper storage in their funds of particularly valuable and rare publications;

5.14. Follow the relevant norms and rules established in the field of library business;

5.15. Follow orders and orders of the rector of the University;

5.16. Perform other obligations defined by applicable legislation and internal regulations.
